/adduser <level> [mask] = Add a mask access to a access level

* Roni is an example usernick, you can use different nickname.
* Parameters enclosed in <>'s are mandatory.
* Parameters enclosed in []'s are optional.
* <nick> refers to a person's IRC nickname that they are online with.
* <#channel> refers to a IRC's channel that was created by the server.
